Draw Outside the Lines

Detroit Mayor Dave Bing is in the Free Press today saying that Detroit could run out of money by October if some changes aren't made soon in the way we run the city.
Last Sunday I saw an article that said one measure we could take is to just redraw the geographic lines to make Detroit smaller.
I didn't know you could do that, but there is actually a name for it. It kinda seems like cheating - or just a drastic measure for a desperate situation. I guess the logic is, so many ppl have left Detroit that we fell under the million mark years ago. We can just officially make the city smaller, then there will be less ppl to provide for, a smaller area to take care of, and the resources we have could go further.
If we redraw the lines but still have over 15 percent unemployment, then....really, we'll just have even less tax money coming into the pot. But I'm not a politician or an economist (though I did consider teaching high school econ), so who knows, it just might work!
